Mutation Process After Transaction

1. Registration of Property

  • Property transaction (Sale / Gift / Partition) must be registered at Sub-Registrar Office (SRO)
  • After registration, a Document Number is generated

2. Auto Mutation (1st Method)

  • After registration, mutation is processed automatically
  • Data is transferred from SRO to Revenue Department (Webland system)
  • Changes are reflected in:
    • Webland
    • Adangal / Pahani
  • No separate application required

3. Application-Based Mutation (2nd Method)

(If auto mutation is not completed)

  • Apply through:
    • MeeSeva
    • Grama/Ward Sachivalayam
  • Required documents:
    • Registered Deed copy
    • Aadhaar
    • Pattadar Passbook
    • Latest Tax Receipt (if available)

4. Verification by Revenue Authorities

  • Conducted by:
    • Village Revenue Officer & Mandal Revenue Inspector
  • Includes:
    • Field inspection
    • Record cross-checking
    • Objection Receiving from the parties involved

5. Issue of Form-8 Notice

  • Form-8 notices are issued immediately to concerned parties
  • Notice period given for objections – 15 Days
  • Ensures transparency before mutation approval

6. Entry in Revenue Records

  • If no objections:
    • Entry made in:
      • ROR (Record of Rights / 1-B)
      • Adangal / Pahani
      • Webland database

7. Approval by Tahsildar

  • Tahsildar reviews the file and passes orders
  • Mutation is either:
    • Approved, or
    • Rejected

8. If Mutation is Rejected

  • File is forwarded to RDO (Revenue Divisional Officer)
  • RDO examines:
    • Grounds of rejection
    • Supporting documents
  • If proper reasons exist → Application rejected
  • If not → May order reconsideration

9. Time Required

  • Normally: 15 to 30 days
  • May vary depending on:
    • Objections
    • Document issues
    • Field verification delays

10. Where Mutation is Useful

Mutation is important for:

  • Updating ownership in government revenue records
  • Applying for crop loans / bank loans
  • Eligibility for government schemes
  • Smooth future sale transactions
  • Avoiding disputes at village level

11. Common Reasons for Rejection

  • Mismatch in survey number / extent
  • Unregistered document submitted
  • Pending civil court dispute
  • Incorrect or incomplete documents
  • Seller name not matching with 1-B records
  • Multiple claims over same property
  • Land classified as government / assigned land
  • Succession issues without proper legal proof
  • Failure to respond to Form-8 notice
