A No Earning Member Certificate is issued to confirm that no person in the family has a regular income source. It is mainly used for:
- Scholarships
- Fee reimbursement
- Welfare schemes
- Education benefits
π Step 1: Check Eligibility
You should meet these conditions:
- No family member has a stable income/job/business
- Family depends on others or irregular income
- Applicant belongs to a low-income household
π Step 2: Required Documents
Keep these ready:
- Aadhaar Card (applicant & family members)
- Ration Card
- Residence Proof
- Income Certificate (if available / or NIL income declaration)
- Self-declaration affidavit
- Passport size photo
π’ Step 3: Visit MeeSeva Center
Go to your nearest MeeSeva center (AP government service center).
Ask for:

π Step 4: Fill Application Form
Provide:
- Applicant name
- Father/Mother/Guardian details
- Family member details
- Income status (declare NIL income)
- Address details
Attach documents and submit.
π° Step 5: Pay Fee
- Application fee: βΉ45 β βΉ50 (approx.)
- Get receipt with Application Number
π Step 6: Verification Process
Officials verify your application:
- Village Revenue Officer (VRO) / Ward Secretary visits or checks records
- Confirms:
- No earning source
- Family condition
β³ Step 7: Approval by Tahsildar
- Final approval is done by Tahsildar
- If verified β certificate approved
- If mismatch β rejected / query raised
